“Democratic Sovereignty, Border, War – The Dialectics of Eternal Peace“

Democracy is not just a form of governance. Like any large-scale political organization, it is based on powerful value-representations and actual values. In particular, it ascribes sovereignty to the people and, thus, in principle to absolutely every human being. Its aspiration, therefore, is universalistic and cosmopolitan. At the same time, democracy is associated with the nation state. And this entails that it has borders. In the last years, these borders have turned into control points for possible quarantine which has generated predictable tensions and familiar paradoxes of the very idea of a cosmopolitan territory. Once more, this demonstrates that the ideal of eternal peace (to which I subscribe) is ensnarled in a dialectics which must not naively be ignored. Self-constitution of people’s sovereignty and a heightened sensibility for borders as constitutive structures of implementing that concept in political reality generate both an internal and an external conflict which regularly bursts out into war, as we can recently observe on the European continent. In my talk, I will explore the structure of the dialectics and propose a value-based resolution based on a renewal of the concept of history.
